1. Project Background


With the continuous growth of cross-border freight and highway traffic in Central Asia, illegal overloading of freight vehicles has become a prominent road management problem. Before the project implementation, local road authorities mainly adopted the traditional static weighing inspection mode, which required all freight vehicles to stop completely for weighing and inspection.
This static inspection method easily caused long queues and severe traffic congestion during peak hours, greatly reducing overall road traffic efficiency. Limited by the low throughput of static weighing stations, a large number of transit trucks were stranded, severely restricting the efficiency of local cross-border logistics and transportation. In addition, long-term overloaded vehicles caused irreversible damage to road surfaces, bridges and other infrastructure, increasing frequent maintenance costs. The traditional inspection model could no longer meet the operational and management needs of modern trunk highway transportation in Central Asia.
To solve the pain points of traffic congestion and low inspection efficiency caused by static weighing, improve the level of intelligent road infrastructure, and realize standardized and efficient overload supervision, we deployed a complete set of high-speed pre-detection system and low-speed precision inspection system on key trunk highways in Central Asia, achieving an optimal balance between smooth traffic operation and accurate overload control.


2. System Solution and Operation Process

The integrated solution consists of two core modules: high-speed pre-detection system and low-speed precision inspection system, forming a closed-loop working mechanism of rapid screening + accurate re-inspection with hierarchical detection and precise law enforcement.

2.1 High-speed Pre-detection System

Installed on the main traffic lane, the system supports non-stop detection of passing freight vehicles at normal driving speed, with a detection accuracy of over 95%. It automatically collects real-time data including vehicle gross weight, axle load, axle type, driving speed and license plate information. The system quickly screens out vehicles with suspected overload violations.
Vehicles without overload suspicion pass directly without deceleration or parking, ensuring zero interference with mainline traffic flow. Suspected overload vehicles will be prompted by road variable message signs and guided to enter the dedicated inspection lane for secondary precision verification.

2.2 Low-speed Precision Inspection System

Targeting suspected vehicles screened by the pre-detection system, this module performs high-precision weighing, axle identification and vehicle separation at low speed, with a detection accuracy of over 99%, fully meeting national and industry standards for law enforcement evidence collection. The system outputs accurate, traceable and valid detection data that can be directly applied to official overload law enforcement.
After verification, confirmed overloaded vehicles will be disposed of in accordance with regulations, while qualified vehicles will be released immediately and merge back into the main traffic flow.
Equipped with license plate capture, video surveillance, evidence collection and intelligent data management platform, the system realizes full data recording and traceability, forming complete legal evidence chains. All devices are adapted to the local complex environmental conditions in Central Asia, such as large temperature differences and windy and sandy weather, supporting 24/7 all-weather stable operation.

3. Project Implementation Achievements

Most freight vehicles can pass through the highway unimpeded, completely avoiding vehicle queuing and idle waiting. The trunk highway traffic capacity is significantly improved, effectively shortening the transit time of cross-border and local logistics vehicles, and reducing vehicle fuel consumption and transportation costs.

3.2 Realize Accurate and Efficient Overload Supervision

Adopting a hierarchical detection mode of 95%+ pre-screening accuracy and 99%+ precision re-inspection accuracy, the system abandons the inefficient full-inspection mode and realizes targeted and intelligent overload governance. It accurately intercepts illegal overloaded vehicles, effectively standardizing the loading behavior of transportation enterprises and drivers, and greatly reducing the incidence of overload violations on roads.
